The Planning Commission shall consist of the Mayor, one Council member selected by Council, and three City electors who do not hold other municipal office. Current Commission members, excluding the Mayor and Council member, shall serve until their terms expire. Successors shall be appointed by the Mayor for six-year terms. Any vacancy shall be filled for the remainder of the term in the same manner as the original appointment.

The Commission shall have all powers granted by this Planning and Zoning Code, other Council ordinances, or Ohio law, including authority over the plan, design, location, relocation, and alteration of public buildings and structures on public property or streets; the layout and changes to streets, parkways, playgrounds, and public spaces; subdivision plat approvals; zoning and rezoning; and any additional powers conferred by ordinance or law.
